What is a millage?
Specifically, it is a property millage. All property subject to the millage of Hospital Service District #1, Parish of St. Mary, provides the funds, which are used exclusively for the operations of Franklin Foundation Hospital.
The proposed millage renewal will continue the existing 10.0 mills on property within the district for the purpose of improving, maintaining, and operating Franklin Foundation Hospital. The renewal period will be 2020-2029. It will generate yearly estimated funds of $1.7 million.
The specific proposition on the March 30 ballot will read:
MILLAGE RENEWAL: Shall Hospital Service District No. 1 of the Paris of St. Mary, State of Louisiana (the “District”), continue to levy a ten (10) mills tax on all the property subject to taxation within said District, for a period often (1 0) years, beginning with the year 2020 and ending with the year 2029 (an estimated $1,777,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for the purpose of improving, maintaining and operating the hospital facilities of said District?
Voters will be given the choice to answer “Yes” or “No.”

Is this a new tax?
No, this is NOT a new tax. It is a renewal. The 10-year millage on this year’s ballot is a continuation of 10.0 mills, meaning a resident with a $100,000 home would pay $2.08 per month.
Why do I need to vote?
The renewal is not automatic and must be voted on periodically. In the last millage renewal, 85% of St. Mary residents voted in favor of renewal.
Also in the last millage renewal, we promised that funds from the millage tax would be used “exclusively for improving, maintaining and operating Franklin Foundation Hospital.” We have kept our promise!
